@Clockworkmaster1 run an image search for "yukkuri", the heads come from a picture which features those two heads saying "yukkuri shitteitte ne" which translates (literally) into 'take it slow' but basically means 'take it easy'. I don't know why the picture is so popular but it seems to have create a whole meme, and the yukkuri heads are now common in many elements of touhou fandom.
