It sounds like you know less than the uneducated officer that stopped him leaving the library! If you have a CPL you can even carry in sports stadiums and drop/pickup your kids from school as long as you do not go into the school. If I am not mistaken libraries are not federal. aren't you concerned about control and retention behind the back like that? Just seems like it's too easy for someone to grab it. Even on my hip I will often rest my arm on my handle when in lines and other places that people are closer to me.
@gobbly1337 its pretty tight tucked in to my waistband like that..i can run,jump,throw the ball with the dog and it wont fall.and yes people behind me is a concern..i always angle my body so im sideways with my hand an inch or two away..i dont like hip carry because when i walk,my hand always hits it repeatedly,as well as walls,shopping carts,car doors etc..

Now I understand, you live in California, and you have a CCW permit. You must either carry your firearm totally concealed and loaded or you may Open Carry, unloaded, in a holster on your belt. Since you stuck the gun in your waistband, the gun is considered "concealed" and you probably are breaking the Open Carry law in California (Especially if it was loaded). You may not Open Carry a loaded firearm in California as far as I know.
We did try to get an open carry law passed here in Florida but the politicians and law-enforcement officers were against it. I guess they didn't want the hassle of people calling the police when they see someone open carrying at a store or out in the open. There are also some police officers that just don't know the laws in their state or basically harass people who open carry. It's too bad you had to go through, but you handled the situation well.
@55lincecumfan55 because its my legal right to do so and when seconds count,the police are only minutes away..lets just say for arguments sake,there really was a crazed madman at the library that day,i checked out dvd's and books for about 20 minutes and only when i was leaving did the police come..now,they wouldve gotten there fast if there was any shooting..BUT it only takes about one minute for a skilled shooter to waste everyone in that library. or store,school etc..dont you watch the news?
