Yeah, Swann (the UAC board member) said that civilian death toll was over 90% (either killed or converted to zombies). But the human survivors often give useful info, e.g. in Site 3 (the European professor who explains everything about the ancient civilization, the artifacts and the Hell teleporters), Delta 3 and elsewhere. The Marine actually isn't supposed to do anything with the humans (you can't attack them outside of this Nightmare setting). ImsAlucard's just goofing with it.
Chucky is absolutely correct. They do give information either about the story line for D3 or about what's in the game. I've just beaten this game so many times and read most of the PDA's that it doesn't bother me to kill them. However, one guy I did have a purpose in killing, and that was the guy in Site 3. I killed him because that triggers the Archvile to spawn, and I wanted to show that.
