Of course she was lipsyncing, for three reasons:

1. That note is very high, and unattainable night after night

2. The water will obviously be different temperatures in every venue: you cant expect her to keep singing with such a shock to her system

3. She doesnt actually want to die. Even if the mike was waterproof, something might go wrong, which could be harmful to fans as well because of the speakers. That was just a harmless plastic dummy

if you're wondering why her vocal quality was much better when she was under the water, it's because her mic was turned off and a pre recorded track played that part. She wouldn't have been able to sing with water flying in her mouth. Nothing wrong with it though, sometimes lip syncing is absolutely necessary.

What they do is that every night during sound check they record her singing the bridge of the song live at the sound check and it's used as play back while she's under the water. Because water and electricity don't mix so she lip syncs with a fake microphone or it's off. She would get zapped if she did.
