This is one way of making this illusion.

Have (in the background) a quite piano note going up in pich.

Then have a piano also going up, when you put an audio flange on the piano, it tewaks with the pitch. so in some ways it is going down too, but up and down at the same time.

@Bocist You can use anything. I looked on wikipedia and I found out that it goes up/down in octave's and is fading in and out. "Overlapping notes that play at the same time are exactly one octave apart, and each scale fades in and fades out so that hearing the beginning or end of any given scale is impossible."

This isn't exactly an illusion! It's The Doppler Effect, the same principle can be seen with a train or a car. If it beeps it's horn as it moves away from you the frequency (the pitch) seems to change when in fact it's remaining still or getting higer.
