They have had sounds they can blast toward groups of people that will knock them out for 30 minutes or more, during that time they can be handcuffed, problem is many of their brains are permanently scrambled, and some die from brain hemorages etc
In the 1st Iraq war they used some of the High Tech Technology, where they beamed the words surrender into the Minds of the Iraqi troops, they just put up their hands and surrendered, One Iraqi Colonel was five miles away, He climbed out of his fox hole and was filmed walking around in the middle of the Desert with his hands up
according to this apparent view of time travel, time splits when traveling so it would be possible to meet yourself, as in you dont replace yourself but make infinite duplicates when returning to a time (like in back to the future 2)... although, i suppose this is just ment to be silly !!
