They are allowed to taxi on as soon as the landing aircraft has passed usually - places like Heathrow and Gatwick couldn't function otherwise - there may be other reasons why there was a delay here.
re the delay, I would say the issue over wake turbulence is not relevant,it is more likely they are waiting departure clearance from Manchester / ATC and so want to keep the runway sterile incase there is a delay in getting said clearance

Don't forget that when the plane has landed their is quite a bit of back draft that needs to settle for safety reasons. However I think the delay is much more noticeable in this video - there isn't much of a delay normally.
@JackClare1995: its incase anogher aircraft needs to make a emergency landing i think. i live on the flight path into liverpool and there was a thompson 757 in an emergency a few years ago.
