Yes. The clear balloon absorbed only a tiny amount of laser radiation, so it didn't get hot enough to burst. The black balloon inside however absorbs almost all the laser radiation shining on it.

oh cool, did that burst the black inner balloon while leaving the clear outer balloon intact?
