Wally's father is all banging on the window and shouting, "You! This is your fault! You and your stupid father! He had to ...", if you play the PC version and use the console command 'tcl', you can go through the wall and see that the woman in the background is Gloria Mack.

@NightSlasherGames - Butch can only get out of the vault if you work with Amata in Trouble on the Homefront or if you sabotage the vault, and you can meet up with him later at the Muddy Rudder Bar in Rivet City.

I believe when you try to recruit him with good karma he says something like, 'you're too goody-two-shoes', and when you try to recruit him with bad karma he says something like, 'you've done stuff I don't even want to think about, you're way too covered in blood'.

Thats very strange, Wally Mack sounds alot different from the start on "Imperfect Future" where he sounds like Hannibal Hamlin while on "Trouble on the homefront" he sounds alot like Harkness.
