You can see that the version of Outland in the video is more of a "draft" design when compared to the current released Outland just by looking at the use of template designs (use models as "counts as" piece) like with the use of the thorn bushes from the Barrens to represent where the Ravagers in Outland live.

The Emerald Dream is a version of Azeroth if Mortals were not present (nature at peace) so it would be 1 continent.I could go on but the character limit of YouTube is annoying :P

These are merely "Developer Playgrounds" which are normally created for the developers to simply test out ideas to see what works, and what doesn't.

Normally there are numerous different versions of certain areas before they are finalised and released. Some can be relatively minor changes to existing designs whereas at other times they may wipe the whole area and start anew.

The outlandish area seen in the video was a testing area for outlands that the GM's used. The green one is known as emerald dream. if u read about WoW it will tell you it is a place druids went for a "eternal slumber". I highly doubt emerald dream will ever be opened or else it would just completely fuck the original WoW lore. Just my opinion.
