It is not illegal to film anywhere on the streets without permission. It is illegal to obstruct the queen's highway, for instance if you were using a tripod to film, you would then be obstructing members of the public and it would then become a police matter.
It is common courtorsy and common sense to inform the local council and the police of you intention to film, so as to avoid any issues like this. It's much easier to wave a permission letter at a police officer than argue the toss.

I've lost count of the ammount of times I've had to argue with the police and council film offices to let us film. The restrictions on LU, DLR, bus, etc. is no flash, no tripods. These are the only restrictions on photography stated within the Conditions of Carriage.
On the BTP and NR websites, the only restriction is no flash.
Of course for both, no access to off-limits areas.
There is no specific law to ban videoing and photography in public, however the terrorism act does allow for interpretation in some circumstances which would allow a police officer to seize footage and recording equipment and to detain the photographer. I would stress the police have powers to stop you filming if they suspect potential terrorism but if they do use that power and it turns out to be just over zealous policing they will be reprimanded for it.

@pyrouzi Personally, I think the way filmmakers are treated by the police and local councils is bloody rediculous. I've lost count of the ammount of times I've had to argue with the police and council film offices to let us film. Having said that, even the beaurocracy of preparing weeks in advance of a shoot is better than having your shoot shut down by an overzealous police officer brandishing the anti-terrorism act in your face!

Photography for non-commercial purposes is permitted on TfL rail and bus services, as well as all National Rail services within the UK.
The restrictions on LU, DLR, bus, etc. is no flash, no tripods. These are the only restrictions on photography stated within the Conditions of Carriage.
On the BTP and NR websites, the only restriction is no flash.
Of course for both, no access to off-limits areas.

There is no specific law to ban videoing and photography in public, however the terrorism act does allow for interpretation in some circumstances which would allow a police officer to seize footage and recording equipment and to detain the photographer. The legislation is deliberately vague and potentially open to misuse. It's fair to say that you wouldn't like someone filming you while you were working, so I can understand why police use it to stop people filming them.

@markmaxy125 Actually it is not illegal to film or observe the police as long as you are not interfering in their lawful duty. I would stress the police have powers to stop you filming if they suspect potential terrorism but if they do use that power and it turns out to be just over zealous policing they will be reprimanded for it.
The Met police website will also back up all I have just mentioned if you would like a source. Merry xmas citizen

i've seen videos of the police aparently getting it wrong before, but this is one of those times when all you can do is agree with the cameraman. clearly this guy shouldn't be a member of the police force, far too easily wound up and angered by his own ignorance "shut up!" is not the way to deal with the public, just a snidey and childish way to lose an argument, his facial expression says it all. the cameraman was obviously in the right.

The only places restricted to photography, are in peoples home grounds other than your own with permission, in commerical premises and centres such as the Metro Centre or Bluewater, Train stations and airports, and any other place that is not deemed public.

The 'officer's employers need to look seriously at their staff training - apart from not knowing the law, saying shut up to someone is out of line. Though the person filming did sort of encourage it by saying 'you assaulted me' rather than starting arguing straight away.
