how about the halo community just gets all the people who make halo gear in their spare time and mass-produce halo ODST and marine costumes. Then we get together and create a fund for the cameras and other stuff. After that we film together the entire movie. We have people who know how to use effects and stuff. A shortage of people to fill the roles would not be an issue.
