Some kids are that active where the harness/leash is the best way to keep the from running off into trouble. It gives them more freedom and excercise, than strapping them in a stroller. And yes, there are some special needs teens, who wear harnesses to keep them from running into trouble.

That saddens me, when a stupid overprotective mother (and father) put a kid on a leash. What are they gonna do when he is 12? Put him in a cage?
