They are just hungry. If Otters are happy they will generally ignore you and go about playing and snoozing if not just sleep altogether. So, Aquariums and Zoos keep them wanting food throughout the day so the public can see them.

@Kiruby82 Well, not neccessarily teased, but unfortunately Asian Short Claws in captivity often have very poor diets and enrichement, basically because Zoos are often more focused on larger animals in their collection. And, because of their size their intelligence is overlooked - often being considered as nothing more than large rodents. They are incredibly intelligent, and in the wild will spend a lot of time foraging as a group, they need enrichment to counter this.
