I hope this state is not winner take all if the vote is this close. My opinion says that it should never be winner-take-all delegate allocation unless it is clear that more than 50% favors one candidate. The top 2 or 3 candidates that get over 50% of the vote should allocate the lion's share of the delegates. That gives the 2nd and 3rd place candidates a real shot at getting some delegates.
