I strongly believe the government is responsible, per them knowing that many people have aids, but protect ones privacy. I feel people infected with a deadly contagious disease should be branded, to prevent others from being infected. The government intended for this disease to spread, and charges should be brought against the health departments and the government. Many lives could have been saved had these people been branded after being tested positive.
