if you mean the 'glow trail' be hind the sticks and such, if you take a picture and the person in it IS moving fast enough, it will cause a light trail. For these, people copied that and in some cases made it more so.

As for why the glow stick stuff, its called rave (if I am not wrong?) and is a personal fav of many furries, myself included, I LOVE glowing shiny objects.
