not really, being tall helps to an extent but beyond a certain point, taller people can tend to not be as explosive out of the blocks because their limbs are longer and take more power to build a momentum. Hardly any Olympic sprinters are above around 6'2". Usain Bolt is the exception because he is a God in Jamaican incarnation...
