I'm not sure he could have. UBW requires max meter, and he was just short when he decided to end his combo. He might have been able to do another stance cancel loop, but those things are DAMN hard and I'm still not sure it would have given him max in time.
What was the point of doing all the chanting if he wasn't going to use UBW in the first place? Was it to try to confuse the opponent? Or did he just want to hear the Emiya theme.
I think it's more "I was going to use the UBW originally but in the end decided not to" or something...But I supposed the latter of your ideas also sounds plausible...
The UBW chants can be used to cancel into other moves, extending combos while building up for UBW. They're essentially Reflect Cancels with the added effect of preparing for UBW.
