They sent the email out at 7 am. Most students were still asleep, and a lot of the cars were already half underwater by like 6. They could have used the text message alert system they have in place, which could have woken more people up, but they didn't. Usually they warn us a day in advance when they think the river is going to flood, and usually its not that much.
By time the email was sent it was far too late for many of the vehicles. Surprisingly, the University seems ti agree with this and is currently taking steps to help those who have undergone damage.
So basically, the students ignored the warning email? I'm sure if her boyfriend sent her a text about a party, they would have made sure they didn't miss that one!
