The reason he killed that woman is because his mission took priority, but if they hadn't stopped in the first place like he ordered, it wouldn't have happened at all.

The woman was seriously injured and just watched her family get machine-gunned for nothing. Her life was ruined. What are they going to do? Turn around and take her back to a hospital? She'd probably bleed to death before they got there. Just shoot her and move on.
