i can explain that waffle from frenchman Gulliblefoil Leservant. DM knows other orgs cant get OSH size but builds up false hopes in them & appeals to their greed promising them they will get audited to clear for free if they reach that size. So they take out loans to DM & IAS but if they fail on their promises & loans DM repossess the land & the org & thats why Cof$ just purchases land & orgs with noone in them & hope they fail & get the profits that the smaller orgs took out loans for.
