The Iraqi Army were retreating with their weapons, which gave them the possibility to regroup and mount a counterattack. As long as they were retreating with their weapons, they are still a threat. As for the very thought of "excessive force" when it comes to war, that's absurd. General Horner said it best when he said that war is extreme violence.
