@Gagathinxx That's not really mean. In this case, the dog was wagging his tail which meant he liked it. But there was another guy there next to the dog. So if the dog were to drown, that dude would've grabbed him, don't you think kid?

OMG to funny, we just got a Chihuahua and she love to swim, we even put her in one of those so that way she can stay out of the water!!!!!!!!!

@cfhscheer anniethefannie10 is not stupid just cause she said that most people think that too but normally he was wagging his tail cause of his owner she was babying him and when his other owner petted him his ears were down so he is nervouse

I don't think this is animal abuse at all, the chihuahua isn't happy though it's like a nervous tail wag that he's giving at his owner who's talking to him because he wants to get out. He isn't being tortured or anything lol, but he's not having the time of his life either. Some people should chill, I hate when pet owners get all crazy about things like this, the dog is fine.
