First, I think you meant 0.04 and not 0:04 (there's a distinct difference.) Second, if the timer displays anything above 0, then it did indeed start, so you can't call it a DNS. If the timer stops at 0.04, it's counted as a timer malfunction or a DNF at the discretion of competition judge(s). Also, the WCA regulations state:

'9f5) DNS (Did Not Start) is the result if a competitor skipped an attempt in a round.'

This confirms that what I said before was true.
