ok I eventually found out what it sounds alike. It's the kind of solo in the Ceremony of joy division/new order (around 2 minutes into the original recording of new order). Obviously it must be accidental, as often, but I really totally expected to hear that old classic when I heard the first 23 seconds of this song, it's almost shocking when you've been very familiar with it.

I saw them in concert too, at Compadre Stadium in Chandler, AZ. It was an all day new wave festival sponsored by KUKQ radio. Great lineup of bands; I remember that Dramarama was the headliner.
