Yes, it's PC, and yes, you can do it all in game. By using noclip mode, and removing HUD etc., you can fly around, position the camera where you want, then use software like FRAPs to capture footage.

I gotta admit, this guy's skills with this game and the free cam is amazing. For those that don't know, on the PC version of the game you can go into free-cam for the campaign as well. When I watch this video, I imagine some epic story about me and someone else living in the burn out remains of a citry that has been completely overrun with zombies. Then, We finally escape on some train (on the choo-choo part of course) just before some massive explosion sets the city afire. In the closing minutes of the song I imagine myself just sitting on top of the train watching the beautiful countryside, contrasted with the burning city.
