From what I understand the reason why it is taking so long to build the towers is because the foundations and the new subway underneath are one of a kind and are taking as many precautions as possible. And the fact that we're in a recession doesn't help either. Silverstein says that once the foundation is worked perfectly, the skyscrapers will go up very quickly.
