I'm pretty sure that the driver can just lift the car off of the bollard and put it on the ground. After all, Smart cars are rear-engined and rear-heavy.

@yamahonkawazuki it's a pole that lowers to the ground to grant acess to authorized vehicles (mainly used by buses I think), when the vehicle finishes passing the poles return to the original position, trapping smartasses that try to shortcut.

I'm American, and the only other term I can think of is retractable pillar. It raises to allow pedestrians to go through most of the time and no cars, and retracts to allow authorized vehicles to pass.

I think its got a pressure sensor to the front (from the car's viewpoint) but not to the rear. If your nose is right at the bollard, make sure to progress or reverse, do not leave it there ! This is because the bollard would never rise if there is heavy traffic on the "outside".
