@DEP717 im pretty sure there was an episode in either TNG or VOY, im pretty sure it was TNG, that dealt with an entire species that was hopelessly addicted to an extremely powerful narcotic that was manufactured by a neighboring species.

There was an entire episode devoted to cocaine addiction. One species depended on another species as workers. They lived a high-class life, while the worker species did all of their work, literally all of it. They didn't even grow their own food. In exchange for all the work, they gave the worker species a "drug" for their "illness" that their entire race had. The illness was actually an addiction, a fact the exploiting species knew. The crew found this out, and refused to help them.
That was an episode of the next generation. The disease in the past existed but the drug cured it. The high class on the other planet saw the drug was in fact quite addictive and didn't tell the other planet's population that the drug wasn't necessary anymore. Instead they fed the other planet the drug in exchange for the tech and industry of the other planet allowing the high class planet to live a life of luxury.

Voyager was a weaker show with less interesting, already-explored characters. By the late seasons, did anyone really want to see an episode all about Tuvok? Or Paris? Or Kim, Neelix, or (god forbid) Chakotay? All shallow characters no one wanted more of.
The Doctor and Seven turned a weak show into a very entertaining one and over-using them was a good move.

but I wouldn't have minded more scenes of him insulting and belittling people. the only one I've seen come close to his talent at insults would be Dr. House

This episode is easily the best look Star Trek ever gave the theme of drugs and addiction.
Star Trek TNG did it with the head band thingies, but this really got into the emotion of it. Very good story and well acted by both of these guys.

I thought they gave Garek plenty of attention.
Sometimes when a character is very popular he gets over exposed and you start to get annoyed with them.
They kinda did it with the doctor in the last few seasons of Voyager.
The doctor was a good character but they made far too many episodes about him. He got kind of annoying.
Garak however, was a great character with enough episodes featuring him to satisfy me, and they didnt take it too far.
