He wasn't "not heard of". He was elected in Illinois in a landslide victory with huge supporters, then spent 8 years there, then moved to the US Senate and spend 4 years there.

Bush, on the other hand, didn't spend any time in the Senate, either state or federal. he only spent 5 years as governor of Texas.
