According to the rules of the NBA, it is impossible to travel WHILE dribbling the ball - meaning no matter how many steps you take in-between dribbles.. Yes, you can take 3+ even but that's not very smart because it'll slow you down or you'll have to dribble so far ahead of you that you'll lose control of it. Since you can't palm, hold the ball, 1-2 steps per dribble is the most efficient/safest way of driving the ball, not the required way.

In short, he didn't travel.
