That was a marshal, the track has marshals randomly driving the track during the day to observe the following of safety protocol, and to see any accidents that occur. In this case a marshal car happened to be directly behind the BMW.

He was no official marshal... the track has no marshalls on "random duty". Their marshal cars only move out when incidents occur, these are silver and have flashlights on top, they dont come incognito.

No, these fellows are just sensible "ringers" and were following the good practise to have a yellow flag on board. Precisely to help secure the track in indicents as this one. Absolutely nothing "wannabe" about it, it just makes sense.
