The Chinese government has corrupted its citizens (I don't think I need to cite examples); that is not to say that Taiwan doesn't have its problems, or any country for that matter; but let's put it this way, Taiwanese don't like to be associated with people who react violently for saying they are Taiwanese (a Taiwanese man got beaten a month ago for that very reason)

In places like the Philippines and Indonesia there are millions of Chinese people but culturally they are more like the locals either out of choice or being forced by previous regimes. Hence none of them are 'Chinese speaking'. Even Singapore's premium lingo is English.

Historically, there have been many French speakers in New Orleans, but that state couldn't count as part of the French-speaking world. So the Chinese speaking world--or Sinosphere, if you will--refers to TW and China: around 20% of the world's population.
