Bow and stern tie downs should be used at all times and even more so in the city. Unlike the highway the city has bumps, potholes and you are braking and accelerating a lot more. the bow line and brake line are not very tight as that would torque the roof racks with about 8 feet of leverage. I have ripped the rear rack off the car by tightening up the bow line too much. The up side is it showed a flaw that needed fixed.
On a long haul (600 + KM) I throw a loose line over the lot and throught the car.
I have a friend that lost his load of glass boats.
I normally tie down the back as well. It's called a brake line here and is handy if your rack and car part company. That has happened to me and two of my friends. Once the boats took to flight on the highway causing some damage and concern. That was on a new vehicle. My older machine has lost the back rack twice and another friend had the same thing happen on her car.
Over tightening the front lines will help pop the back rack off the car and visa versa.

what is he point of the lock buckle? It is easy to cut the straps and steal the boat.

@LOSADM02 Lock straps have a steal cable in them, though I suppose a thief could get past that with a set of bolt cutters.
