Joker is just there to annoy Batman, kind of Octopus who was on the rampage, but always suffered defeat by Spider-man. But Green Goblin on the other hand, he manage to do a lot to the hero, like kidnapping him, killing girlfriend and other stuff. Green goblin comes and you know the situation is bad.

GreenGoblin when Norman is him he is usually of some sort of double person using gadgets and bombs no real extra strenght compare to a human but still able to take punches with Spiderman? but he often losse councions and go back being Norman without him remember anything but then have relapse and goes after Spidey. He is super sinister and brutal and kind of reminds of Joker when he wants to put spiderman in a tight pinch but then losse him.

Goblin hardly acts similar. Joker wasn't the first fictional villain to cackle insanely or act nutty, all sorts of campy villains did that. And until Joker kills people with joy buzzers and acid flowers there's little similarity. Besides, later in the show it turns out Goblin's persona is just an act so no one suspects who he really is.
