There really was no "Elite" Roman Army. All of Rome's armies were elite, they had superior training, discipline, and a wider range of melee and siege weapons compared to their enemies. For sake of argument, the most experienced soldiers were formed into the Praetorian Guard, who protected the Emperor, though they were never put into the field as combatants. Rome was able to conquer most of the known world because they could adapt their tactics to defeat their enemies.
