Actually, it wasn't a joke. The "living deck" was an idea concocted for the series but abandoned before production started. It had been mentioned in early publicity for the show.
The only place where I had ever heard about the "living deck" was in EOTGS. I had watched LVG throughout it entire run, and never saw anything like it.
David Letterman showed part of this clip on the final Jon Stewart Show.
