Power Ring can do godly things. Its recharges come directly from a central battery on Oa. No way Static can charge the ring up to that magnitude.

mexicansouljaboy green lanterns ring can do anything except have an effect on anything yellow (anything. it said that in one of the 62 or 63 issues.) so i assume he could use it to shave. in green lantern #18 from january 1963, bill baggett uses the ring to make food, which he then eats.

It can't duplicate an entire city and all its inhabitants down to the smallest detail. Hal Jordan tried it when he went nuts back in the '90s, but it didn't work for more than a few seconds. That's pretty much the only time the ring has been flat-out incapable of doing something.
