This actually takes creative processing and mad production chops to pull this sound off right. South Park just used that label to refer to contemporary electronic, computer based music that lacks any empathy or substance. Chillwave is meant to leave you in an altered state of consciousness (with drugs or without) due to it's psychedelic properties. Big difference.
