that thing on the fretboard is like a clamp and it holds down that fret so the open strings are that note

It's callled a capo. It allows you to play open chord shapes in a different key. e.g. in this song I'm playing an open Dm chord, but with the capo on the third fret it actually sounds an Fm chord. Also useful for changing the key of a song, if a singer has a certain range you can change the key of the song to fit the singer's range, without having to relearn new chord sequence.

For the epiphone les paul custom you are looking at around $600. Plus you will need an amp - around $100-$150 for a reasonable bedroom practice amp. You can get cheaper guitars, but generally recommended to get the best quality you can afford.
