you have to find it. its just as rare as other hats. you can only get it for engineer, scout, and sniper

Three of the twenty two aren't hats since one is a medal, and doesn't go on the head. And the other Three, well, Are hatless. So you can't have a hat if there is no hat... Which should go the same for the Spy, since he has a beard so 17.
