I'm a car guy, and I don't really understand what exactly he did with the brakes in the beginning.. if a bullet shot a brake hose then refilling with fluid from the power steering wouldn't do anything.

It is an old Volvo station wagon converted to a police car. It says Volvo on the steering wheel as soon as they show the inside of the car for the first time.

I would have to believe that the studio just made it look like a police car to just keep the cost of the per episode down. They didn't have the funding for television that they have now or the technology. That model was an older version only available overseas. The studio could have gotten a shipment of them sent here for production in television and movies.
