Oh, the 16th Amendment WAS ratified by 42 of the then 48 states BEFORE the Revenue Act was passed. It required only 36 for the Amendment to pass.

The states do not ratify acts of Congress except amendments to the Constitution. The Revenue Act of 1913 required only the President's signature after being passed by both houses of the Congress. The Federal Reserve Act also was an act of Congress requiring the approval of both houses and the signature of the President. I don't like income tax either, but to the extent that this video claims the income tax is illegal or "not ratified" it is utter bullshit.

I downloaded this from StopTheWarCrimes and posted it to help spread the word. If you google it you can find it. Personally I believe he knew exactly what he was doing. Much like reagan did with the 1986 amnesty. Whether he was being threatened with assassination like Jackson and Kennedy or a willing participant like both bushs I don't know.
