Back in 1994, the US and NK signed a deal for NK to give up their nukes IN EXCHANGE for the US normalizing diplomatic relationships AND providing oil and gas.
From 1994 to 2003, the US NEVER normalized relations and NEVER provided fuel. The US violated it for NINE YEARS before North Korea restarted their nuclear program.
