DT, Jr. is 100% correct. Giuliani's legend was made well before 9/11. Pre-Giuliani NYC was crime ridden, heavily in debt, slipping as a business center and viewed as largely unmanageable by our leaders who effectively gave up on NYC. I know. I grew up in NYC, lived here before and after Rudy. He halted the economic slide & chaos and turned around NYC. Criticize him all you want for 9/11. Historians will recall his tenure as one that changed the direction & fate of a metropolis in decline.
