Yeah. It's a suit. The actual performer/controller of the robot is in the torso, under-arms and legs. You can see, if you look under the arms of the robot, the black sleeves where the actual performer's arms are. I've also read an article someone posted that when they saw the Titan, upon close observation, they could see the shiny plate on the Titan's chest is actually where the real man's face is, so he can see out. I still think it's 100% badass. :P

The head is likely controlled by a computer system either inside the suit or by a console somewhere else. You can clearly see the suit actor's torso and legs at several points during the film.

The small head and neck is designed specifically to fool people like you.

This is a man in a suit. I saw this yeterday at a truck show and you could clearly see a training shoe in the suit and there was a small hole in the fabrick arround the top of his arm and you could see the man inside. sorry to spoil it for you ;)
