well they can but its usually just a smoker and if more than one person is up there everything will be fine...the smoker can usually be killed ahead of time because it always pops up at the same spot...the best part is as long as everybody stays on the rock...the tank always dies before he finds you

Like most 360 games, all you have to do is have an account that ALREADY have all or most of the achievements. Start the account that has all achievements, the load the account that needs them with a 2nd controller. Kind of like the Seriously glitch.
