I have the action cam mod you speak of, but i'm pretty sure there's more than one mod of this type by different people (one of them being called the Gears of War camera mod). Could be wrong though.
Mix that with the Gears of War character mods (characters converted from GoW to UT3), and you have the basic workings of a GoW mod. ^^
Should note though i've never played GoW, so i'm not familiar with the core gameplay differences.

if that all was enabled it would be a GoW Mod That here could be called if you go to the limit a Gears of war Camera Mod or sth but not a whole gow mod for ut3.

The "Gears of War" mod is a 3rd person camera mod. It makes the camera the same as in Gears of War.
