That looks like an ordinary commercial gym. I am very surprised that the simple bars they have in those places and regular spring collars can handle that much weight & bounce.

I'm 31, and too busy with powerlifting at the moment to pursue anything else. I also have some elbow mobility problems that have always made the clean and front squats very difficult for me.
I don't have a workout partner (usually lift @ 3AM!) and my gym doesn't have a power rack. In fact, they just have the rack seen in this video here. Do you have any suggestions on how I can best mitigate the risk involved in squatting on my own with such a rack?
There's really no risk. If you have a squat rack like the one in the video, you can just dump the bar onto it if you fail. Lots of people (including most olympic lifters) lift without even that much. If they fail, they dump the weight on the floor behind them.

You might be confused by the angle of the camera. If it was down at knee level, you would clearly see that my hip joint comes several inches below my knee joint.
I would not say its as low as your body could go, but it is deep! It would pass in every federation. Tremendous raw squat! Whats your total raw? Whats your bodyweight? Also tremendous for high bar squat, this is up there with the best high bar squats I've seen. I think 730ish high bar by a shw -125kg+- olympic silver medalist was highest I've seen. Why don't you do low bar ad get over 700lbs? You could definitely do more with it, add some knee wraps also.
I haven't actually competed in powerlifting in years, so I have no idea what my total is. I've done a 415 bench and a 675 dead recently in the gym. I'm currently training for my first bodybuilding competition.
I always squat with a high bar placement because I think it's more athletic. I started doing them this way to help me in strongman competitions. As far as knee wraps, I actually feel guilty about using a belt on this and I want to squat 700 without either a belt or wraps.

If I fail, I can still lift 95% of the weight. The spotters only have to help a little bit.
Also, those two guys spotting me are pretty strong mofos in their own right.
